Concretely, what does this thousand-armed Guan Yin amulet represent?

Guan Yin (also known to Indians as Avalokitesvara) is a major bodhisattva. This term represents a Buddha before he experienced nirvana.
According to legend, Guan Yin is a woman whose life was marked by a simply exceptional kindness towards her fellow human beings. She led a life so just and right that the universe decided to grant him access to total spiritual awakening.
Considering he had better things to do by remaining on earth helping other men lead a righteous life, Guan Yin refused this exceptional offer.
